We have reviewed your letter of June 5,

1980, in reference to the inspection

conducted at North Anna Power Station on May 12 through 16, 1980, and reported

in IE Inspection Report Nos. 50-338/80-22 and 50-339/80-13.

Our response to

the specific infraction is attached.

We have determined that no proprietary information is contained in the

reports.

Accordingly, the Virginia Electric and Power Company has no objec-

tion to these inspection reports being made a matter of public disclosure.

NRC COMMENT

,

As required by Technical Specificatins 4.0.2.a and 4.8.2.3.2.a, the

125-volt battery bank and charger shall be demonstrated operable at

least once per 7 days with a maximum allowable extension not to exceed

25% of the surveillance interval by verifying electrolyte level,

specific gravity cell voltage and overall battery voltage are within

stated specifications.

Contrary to the above, periodic test procedure 1-PT-85 (D.C. Distri-

bution Systems) was performed on April 3, 1980 and April 13, 1980. This

interval is in excess of Technical Specification requirements.

This is an infraction.

A similar item was brought to your attention in

our letter dated January 29, 1980.

RESPONSE

The above infraction is correct as stated.

Specifically pursuant to Section 2.201 of the NRC's " Rules of Practice",

Part 2, Title 10, Code of Federal Regulations, the following information

is submitted.

1.

Corrective steps taken and results achieved:

A review of our test control program was made and it was

determined that the periodic testing programs described in the

Nuclear Power Station Quality Assurance Manual,Section II,-

paragraph 5.3 is adequate.

Since the test control program is adequate, station management

will reemphasize the requirements of periodic test scheduling.

The reemphasis will include the requirements of technical specification 4.0.2,

the allowable extension period for

surveillance requirements.

2.

Corrective action taken to avoid further non-compliance:

To ensure established procedures are followed correctly,

station management will distribute a letter reemphasizing the

requirements of periodic test scheduling to station supervi-

sors.

Station supervisors "ill then discuss this letter with

their personnel.

3.

'Date when full compliance will be achieved:

Full compliance

will be achieved by July 15, 1980.
