SUBJECT:

RESPONSE TO REACTOR OPERATOR POSITIVE ALCOHOL TEST Your facility reported on August.', 1991, that an NRC licensed senior operator tested positive for alcohol during a random breathalyzer test and subsequent blood alcchol test. In your letter dated September 24, 1991, the NRC was informed that the operator had been removed from unescorted access to the protected area and removed from performing licensed duties. It is further our understanding that the operator will not be returned to licensed duties until your fitness-for-duty policy has been satisfied and an updated NRC Form 396 has been submitted to Region V. If your understanding differs from that set forth above, please call me immediately.

1 Enclosed is a letter sent to the operator outlining the decision reached by the NRC. The NRC is taking no action with respect to the operator's license beyond the issuance of this letter. No violation of regulatory requirements by the operator or Southern California Edison Company was identified.

Your fitncss-for-duty program appters to have functioned properly, as demonstrated by its identification of the operator, and the corrective actions that you have taken.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter (without the enclosure) will be placed in the NRC Public Document room.

The enclosure is exempt from public disclosure under 10 CFR 2.790(a)(6).
