'b CONSUMEPS POWER COMPANY Docket 50-155 Request for Change to the Technical Specifications License DPR-6 For the reasons hereinafter set forth, it is requested that the Technical Specifications contained in the Facility Operating License DFB-6, Docket 50-155, issued to Consumers Power Company on May 1, 196h, for the Big Rock Point Plant be changed as described in Section I below:

I.

Change Section 5.2.2 l

Add a new paragraph (h) as follows:

"(h) Operation of the Scram Dump Tank Valves and High Level Alarm The scram dunp tank vent (CV/NCll) and drain (CV/NCl2) i vsives shall be verified open at least once per 31 days.

These valves may be closed intermittently for testing under adninistrative controls.

At every refueling outage, the valves shall be tested to close within 20 seconds of receipt of a scram signal and the scra= dump tank high l

level alarm shall be verified operable at a level of l

10 h inch below the tank centerline. An unexplained high level alarm shall require i= mediate investigation and if not corrected, subsequent insertion of all or all but one control rod drive within 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br />."

Discussion NRC letter dated July 7, 1980 requested Consumers Power Company to propose Technical Specifications changes to provide surveillance requirements for l

the scram dunp tank valves and LCO/ surveillance requirements for the reactor protection system and control rod block SUV limit switches.

The above proposed Technical Specificatiens change is requested to establish surveillance requirements for the scram dump tank valves and high level alarm; and, action requirements for the occurrence of an unexplained high level alarm.

Current Technical Specifications include tests on the high scram du=p tank level trip (RPS) in Section 6.1.2 and Table 7.6 (Reactor Safety System Scram Circuits Requiring Plant Shutdown to Check) at a frequency (12 months) that is more conservative than that requested. Big Rock Point's control rod drive system does not specifically include rod block SUV limit switches, but instead uses a reactor mode switch reset function and drive interlocks which are cur-rently incorporated in Sections 6.1.3 and 6.2.

Consuners Power Company believes that the current Technical Specifications requirements with the incorporation of the proposed change vill assure con-tinued operability of the control rod drive system during power operation.

2 III.. Conclusion Based on the foregoing, both the Big Rcek Point Plant Review Comittee and the Safety and Audit Review Board have reviewed this change and find it acceptable.
