SAFETY EVALUATIC" REPORT PRAIRIE ISLAfiD NUCLEAR GEtiERATING PLANT - UNITS 1 & 2

LICENSEE RESPONSE TO I&E EULLETIN 80-06, ENGINEERED SAFETY FEATURES (ESF) RESET CONTROLS INTRODUCTION Instances have been reported at operating nuclear pcwer plants where it had been fcund that following the reset of an ESF actuated signal, certain equipment (e.g., veritilation dampers, motors, and valves) would return to its normal mcde which could cfmprcmise the protective actions of the affected systems. As a result, en March 13, 1980 the NRC issued I&E Sulletin 80-CS requesting certain actions to be taken by licensees for all PWR and B'4R facilities witn operating licenses.
EVALUATION The' enclosed report (EGG 1183 4183) was prepared for us by E G & G, Inc.,
San Ramon, California as part of cur technical assistance contracter program.
It provides their technical evaluation of the licensee's response to I&E Sulletin 80-06 in accordance with NRC-provided guidance.
For all safety systems, E G & G concluded that safety-related equipment remains in its emergency mode upon reset of the safety signals. Further, the licensee ccmmitted to test these systems at the next refueling cutage, scheduled for Unit 1 in August / September 1980 and for Unit 2 in February / March 1981, to

demonstrate compliance. Therefore, E G & G fcund the plant to satisfy the requirements af I&E Bulletin 80-06.
s CO*:CLUSION Based on the information and documents provided by the licensee, and on cur r2 view of the contractor's report, we conclude that the licensee has satisfied the cencerns of I&E Bulletin 80-06, subject to the successful completier, of ccnfir atory testing. Therefore, we find the Prairie Island ESF reset centrois in compliance with NRC criteria.
