~ would further define the registration and examination process. 1In response to feedback from~ pilot-test participants, facility training personnel,_NUMARC representatives, and NRC management the administration of the GFES will

Examiner Standards",
i To register.for the GFES an authorized facility-license'e representative
- must submit a letter to the. appropriate regional administrator listing the
- names of-the candidates who wish to take either the PWR or BWR

_ examination, their date of birth ^and any previous 55-docket number, The
' letter must:also' certify that the candidates have. completed their-1
. fundamentals: training and are' enrolled in'a facility licensee l
training: program. leading to NRC operator or senior operator licensing.-
-The letter should be submitted approximately 30 days prior to the' h
-examination date to allow each NRC regional office to acquire an l

The GFES will consist of 100' multiple choice questions, the time to
. complete the examination will be set at 2,1/2 hours and the passing

score will be 80% -

operator licensing examination', facility licensees should follow the proce'dures outlined in 10 CFR 55.31-(Applications). The. application.(NRC-398 Form) must give the date that the applicant passed either a GFES or an NRC J

2-s The written SSES will consist of questions related to the catagories (of required coverage] for knowledge and abilities outlined in the Examiners' Handbook for Developing Operator Licensing Examinations (NUREG/BR-0122) not
-tested by the GFES. Attached for your information-is the sampling plan NRC examiners use'in developing BWR and PWR written examinations, [for testing knowledge' and abilities of R0 and SR0 candidates.). A revision to NUREG/BRe0122 O rd '~ n="a*
1999, will reflect these changes. The SSES-will consist of a minimum of 75% objective questions and a maximum of 25%
short answer /short essay typs questions per the guidance described in Revision 5 to the Examiner Standards (NUREG-1021).
The written SSES will be constructed and graded as a single examination, requiring a passing grade of~
80%. -Because the written SSES will no longer have specific sections, the requirement to obtain a minimum of 70% in each section has been deleted.
