O 1.0 PURPOSE 1.1 The primary purpose of this procedure is to define the responsibilities and authorities associated with the safe and proper operation of Grand Gulf Nuclear Station (GGNS) facilities, systems, and components and discuss the assignment, succession and delegation of those responsibilities and authorities.

1.2 The secondary purpose of this procedure is to discuss interface responsibilities and authorities between the Operations Section and other Plant Staff sectior.s on activities that affect the safe and proper operation of GGNS.

2.0 RESPONSIBILITIES 2.1 The Plant Manager is responsible for overall facility operation.

2.2 The Operations Superintendent, under the direction of the Assistant Plant Manager, is responsible for all plant operations activities,

including supervision of the Operations Section and providing operations interface and assistance necessary for other Plant Staff Sections to discharge their responsibilities and conduct their activities.

2.2.1 General responsibili:ies of the Operations Section are specified in Reference 3.9.

Specific responsibilities and authorities associated with the safe and proper operation of GGNS are detailed in section 6.0 of this procedure. The Operations Section shif t organization and duties are further discussed in References 3.10 and 3.18.

. (i) 5.0 LiFINITIONS 5.1 Controls - The term controls, when used with respect to a nuclear reactor c

means apparatus and mechanisms, the manipula' tion of which directly affects the reactivity or power level of the reactor.

5.2 Operator - Any individual possessing or not possessing a license pursuant to 10 CFR 55, designated by the Operations Superintendent as qualified to perform the duties and activities of the Operations Section, as described I

in Reference 3.4.

5.3 Licensed Operator - Any Operator possessing an Operator License or Senior Operator License pursuant to 10 CFR 55.

5.4 Reactor Operator

5.4.1 An individual is deemed to manipulate a control if he directs another to manipulate a control.

5.9 Operator-at-the-Controls - Any Licensed Operator is maintaining surveillance of the Control Area for a unit as

For each GGNS unit which has fuel in the reactor, a Reactor Operator or Senior Reactor Operator shall be present in the Control Room at all times.

6.2 Routine Operations 6.2.1 Organization a.

The station organizatian, responsibilities, and reporting requirements, as described in Reference 3.8 and its attendant references, is applicable during the normal operation of GGNS.

However, on holidays, weekends, and on back-shif ts when the station is not staf fed for normal operation, the Shift Superintendent shall be the senior management representative on site.

As such, all personnel are responsible to the Shif t Superintendent.

(1) The Shift Superintendent may be relieved of the overall management responsibility by only those individuals defined in 6.1. la., b., and c.

(2) The Shift Superintendent may be relieved of responsibility and authority for the safe and proper operation of GGNS only:

( a')

By a normal relief Shift Superintendent as discussed in Reference 3.18.

(b)

By other GGNS Senior Reactor Operators as defined in 6.1.le.(1).

(3) The Shif t Supervisors may be relieved of their responsibilities by:

(a) A normal relief Shif t Supervisor as discussed in Reference 3.18.

(b) Other GGNS Senior Reactor Operators as defined in step 6.1.1i.

(c) Any Senior Reactor Operator temporarily, for short periods, to allow them to attend to their personal needs or conduct short plant tours without completing section 6.2 of Reference 3.18, provided the relieving person has been present the entire shift and was present during shift turnover.

(c) The Shift Superintendent, Shift Supervisor, NOA(s),

or Operator-at-the Controls may order personnel out of the Control Area at any time.

Upon receipt of a verbal or written Stop Work Order, the j

person receiving the Stop Work Order shall comply with the order and promptly notify his immediate supervisor. This notification shall continue up the line of supervision to the Plant Manager. The responsible Section Supervisor shall insure that the stopped activity is restarted only when i

All GGNS employees are responsible for reporting problems with plant equipment and facilities.
