GRAND GULF NUCLEAR STATION ADMINISTRATIVE PROCEDURE: ITitle: Accaos tnd Conduct lNo.: 01-S-06-4 lRavision: 1 lPaga: 1 l l in the Control Room, l l l -l l y 0 -l 1.0 PURPOSE This procedure establishes the method of access to the Control Room at Grand Gulf Nuclear Station (GGNS) and provides guidelines on how personnel shall conduct their activities in the Control Room. This procedure will become effective 60 days prior to initial fuel loading. 2.0 RESPONSIBILITY 2.1 Senior Operator - Only a Licensed Senior Operator may direct the licensed activities of Licensed Operators. Any member of plant management or another Shif t Supervisor / Superintendent who assumes responsibility from the duty Shift Supervisor / Superintendent must possess a current Senior Operator License of that unit. 2-The Plant Manager, his designated alternate, or the Senior Shift Supervisor on duty, in that order, shall be responsible for the overall security of the plant and shall have the authority to implement any action to ensure the security of the plant. 2.3 The Operations Superintendent or his designated alternate has overall responsibility for authorizing access to the Control Room and for the conduct of personnel in the Control Room. 2.4 The Shift Superintendent or Shift Supervisor has direct responsibility for conduct and access to the Control Room. 2.5 The Control Room Operator is responsible for conducting plant operations in accordance with all requirements of this procedure. 2.6 The Security Supervisor has responsibility for providing security clearance for those individuals authorized by the Operations Superintendent, Shif t Superintendent or Shif t Supervisor. 2.7 The Section Supervisors / Superintendents are responsible for notifying the Operations Superintendent when the need for access to the Control Room for a specific individual is no longer required.

Access cnd Conduct lNo.: 01-S-06-4 lRsvicion: 1 lPaga: 3 al 'l' in tha Control Room l l l l \\ 6.1.2 No activity, which may affect plant operations, except those authorized by approved procedures or instructions, should be ~ performed in the Control Room unless approved by the Shift Superintendent. 6.2 Housekeeping 6.2.1 All personnel shall contribute to the implementation and maintenance of good housekeeping ac,tivities in the Control Room. 6.2.2 Smoking and eating in the Control Room is allowed; however, personnel should refrain from taking food and drink to the control panels. 6.2.3 With fuel in the reactor vessel, general housekeeping, such as dusting, wiping, cleaning, etc. of the control panels themselves shall only be performed by or directly supervised by personnel holding a valid Reactor Operator or Senior Reactor Operator License. 6.3 Access Control 6.3.1 Restriction ~O The Shift Sepervieor/Segerinteedent wi11 reeerict Control Room a. The Control Area should be kept clear except for on-duty-Operations personnel. No other personnel should be allowed access into this area without the permissicn of the Shif t Supervisor or the Reactor Ope rator at the cont'rols. c. Activities performed by personnel allowed access into the Control Room should always be done in a way to minimize the impact on plant operations. d. The Shift Supervisor or Reactor Operator at the controls may order any personnel to leave, if in their judgement conditions exist that impact the safe, efficient and proper operation of the Units. e.
