SYSTEMATIC ASSESSME:lT OF LICENSEE PERFOR:1A: ICE FOR Tile PERIOD OF SEPTEMBER 1980 THROUGH JU'lE 1981 In 1980, the NRC instituted a program for Systematic Assessment of LicenseePerformance(SALP). The ilRC staff began collecting available observations and, based on thosn observations, evaluating the performance of power reactor licensees (including construction permit holders) with respect to nuclear safety. During the first annual cycle of this program, licensee performance was evaluated in two steps:
first, by a SALP Board in the appropriate NRC Regional Office; and then by a SALP Review Group at flRC Headquarters. The SALP Review Group produced a single report summarizing its assessments for power reactors throughout the U.S.
This report was issued in November 1981 (f(VREG-0834. " Final Report, NRC Licensee Assessments").
Subsequently, a number of changes were made to the program. The new program was published in the Federal Register on !! arch 22, 1982, and includes the following principal changes:
(1) Adoption of regional level evaluations. This eliminates review by the SALP Review Group at liRC Headquarters with its attendant national report while improving the timeliness of providing evalua-tion results.
(2) Establishment of new evaluation criteria which are not dependent upon the average performance level.
(3) Establishment of a process for taking licensee coments into account.
The second annual cycle of the SALP program for the W:4P-3/S projects covered the period of September 1980 through June 1981 and used a R205040MO Edl
