DECISION ON ENFORCEMENT ACTIONS ON PROMPT NOTIFICATIONS SYSTEMS In retpense to your draft memo, subject as above, which was transmitted to all Regional Administrators on January 8,1982, I am providing the detail I

data base on Fort St. Vrain which is expected to miss the February 1,1982 date for installation and testing of their Early Warning Alert (EWA) System.

In a letter dated January 8,1982, from Public Service Company of Colorado, l

to Brian Grimes (copy attached), we were notified that they now expect to have tjieir EWA system installed and tested by April 1,1982.

It should also be noted that, in this same letter, Public Service Company of

Colorado has formally requested relief from the February 1,1982 implementa-

tion date, as they have several times since 19~/9.

They are also requesting a waiver of any NRC enforcement action until April 1,1982, the date they expect to have their EWA system installed and tested.

Please note that on December 3,1981, the Public Service Company of Colorado was orally informed, during an on-site meeting with the NRC and ORNL, that their previous request for relief from the EWA requirements had been denied.

To date. Public Service Company of Colorado has not received a. written response to their request.

They further argue that the NRC has been remiss in the evaluation of their l

position and unwilling to evaluate the technical merits of their request.

The statements by Public Service Company of Colorado indicating that the NRC has been irresponsibic and remiss in their action concerning their repeated efforts to resolve this matter are of serious concern to me. With this in mind, l

Dear Mr. Keppler:

U On January 8, 1982 (Serial No.1-236) Toledo Edison prepared a status report concerning the Prompt Notification System (PNS) surrounding the Davis-Besse Nuclear Power Station Unit No. 1.

This report identified the progress made relative to upgrading the siren system in the 10 mile surrounding area.

Attached is the second status report reflecting progress made through January 15, 1982.

It is anticipated that installation of the sirens will be complete by February 1.

Equipment delivery is complete and right-of-way approval is

. progressing satisfactorily. This leaves only adverse weather conditions that may impact this schedule.

The PNS also includes twenty-two (22) Tone Alert Radios.

These radios were placed in operation early December 1981 at the following locations:

As implementation of the sirens progresses, route alerting will decrease and ultimately be used to provide support coverage in areas as the situation warrants.

The purpose of this letter is to document information communicated to Mr. M. Phillips of your staff on January 14, 1982.

This information updates the status of implementation of the early notification systems around Dresden, Quad Cities, Zion and LaSalle l

County Stations which was last reported in Reference (1).

The update information is delineated in Enclosure 1.

As has been indicated in our previous status reports, Commonwealth Edison has made a best eff orts attempt to implement the subject systems as soon as practical.

All reouired eouipment for the new siren locations has been delivered and siren installation has been initiated or completed at the four named sites.

In this regard, it is important to note that the fixed siren notification system being completed had as an element an already existing siren system.

These previously installed sirens, which were previously discussed in Reference (2), have been further described in Reference

l At this point in time, inclement weather is the only problem that has a strong potential of jeopardizing our completion of this work.

Although permit acquisition in a limited number _of locations has yet to be completed, our expectation at this timeJis that this w ill not extend the completion schedule.

We will be in a better position by January 25, 1982 to advise you whether we espect i

to complete this program by February 1, 1982.

We will keep you inf ormed of any major problems that may arise 6efore that time which can be expected to compromise our schedule.

In addition to the completion of the system installation, Commonwealth Edison intends to perform a system operability ct.eck of the newly installed fixed sirens to satisfy the requirements of 10 s

CFR 50.54 as revised December 30, 1981.

This test will at mi'nimum include a local operability check to assure proper siren function

(" growl test") as well as a remote radio actuation to demonstrate radio controlled initiation of the system.

TESTING OF SURRY AND NORTH ANNA POWER STATIONS EARLY WARNING SYSTEM Pu rsuant to NUREG 0654 Rev. 1 and related topics in 10 CFR Part 50, the Virginia Electric and Power Company's (VEPCO) Nuclear Pcver Stations vill undergo a full-scale test of the Early Warning Systems.

The tests will be conducted by the Commonwealth of Virginia's Office of Emergency and Energy Se rvices (OEES).

The tests are scheduled for 1100 hours0.0127 days <br />0.306 hours <br />0.00182 weeks <br />4.1855e-4 months <br /> January 19, 1982, for the North Anna Power Station and 1100 hours0.0127 days <br />0.306 hours <br />0.00182 weeks <br />4.1855e-4 months <br /> January 20, 1982, for the Surry Power Station.

The tests are be ing conducted in order to verify that the Early Warning Systems are capable of performing to design criteria.

The siren systems vill be activated for one minute or less on their scheduled test dat. s.

VEPCO and the OEES will disperse observers both with and without audiometers to verify l

l the operability and design range of the Early Warning (siren) Systems.
