Dear Mr. Haynes:

on January 21, 1982, I wrote you requesting an extension of the

systems in the Pil Letter VP-N 82-26) grim Nuclear Power Station area (Boston Edison

I requested an extension.to April 15,1982, and indicated that all components of the prompt notification system should be fully installed and tested on or before that date.

Considerable progress has been made on installation of the system during the past week.

Prospects remain excellent to complete all aspects of the system on or before April 15. including development of operating procedures for system activation for all hazards, and comprehensive training of police / fire dispatchers who would be activating the system.

The purpose of this letter is to continue to keep you fully infomed of delivery and installation progress, and to renew our request for extension l

of the date for full implementation to April 15. 1982.

Progress and problems are suemarized below.

Siren Site Pemittino We had reported earlier that the major problem Boston Edison faced with respect to site permits involved 17 siren sites in the Town of Duxbury.

On January 25, 1982. the Duxbury Boarti of Selectmen approved permit requests for 14 of these sites.

l One site, on private property..was approved earlier.

Boston Edison is resubmitting requests for the remaining two sites 1

in Duxbury.

Mr. Ronald C. Haynes January 29, 1982 Four sites in Plymouth, two on public property and two on private property, and one site in the Town of Cerver remain to be pemitted.

One site. in the Town of Kingston, has been withdrawn following denial of a pemit.

Boston Edison. in consultation with Stone & Webster Engineering Corporation.

has decided to evaluate the systeni as installed in kingston before finally determining whether to seek a new site for-this siren.

Boston Edison is continuing to press for early approval of the four sites in plymouth and the one in Carver.

In swsr.ary the system presently includes 90 sites, of which Boston Edison has received pemits for 82, and anticipates action on the remainder in the very near future.

Pole Installation Of the 82. permitted sites. 68 poles are now in the ground.

Fourteen more will be installed in the Town of Duxbury following receipt of safe-dig permits.

Boston Edison realistically during the week of February 1, 1982. expects installation of these fourte The remaining eight poles will be installed promptly upon receipt of the necessary pemits.

Equipment Delivery Equipment began to arrive in Plymouth during the week of -

January 18.

Boston Edison has received 55 sirens and 13 control units as of this date.

Federal Signal Corporation has informed us that a truck carrying 11 more units and including Motorola encoder units is in route, but has broken down in Pennsylvania.

Federal Signal continues to assure Boston Edison that all equipment will be received no later than February 15. 1982.

Equioment Testing and Modification Boston Edison has assembled a crew of field engineers to check

.out and test equipment.

These crews have found it necessary to modify control units weather tight fittings, and to cut control unit to siren co,nnector cable 1sneths from 50 to 25-feet, and refit the terminals.

The mounting hardwara.on-the 120 decibel rotating siren units would not fit Boston Edison poles.

After consultation with Feder=1 Signal and Stone &

Webster Engineering, Boston Edison crews slotted the base plates on these units to make the mounting hardware adjustable.

Boston Edison also arranged with Factory Mutual.Insuranca

reassurance of their structural integrity.

These tests were satisfactory.

Diligent application of a variety of corporate resources has enabled us to maintain a steady supply of modified and checked out units to our crews for

. installation.

Siren Installation.

As of this date 35 sf rans have been installed on poles.

This number includes 20 sirens within a five mile radius of the Pilgrim site, leaving only two sites remaining, for which we have not yet received pole permits.

Four Boston Edison Transmission and Distribution crews have been installing units as rapidly as they can be checked out.

During the January 30-31 weekend, and the days following, 6 crews will be working ~ to complete installation in the balance of the EP2.

Activation Eauipment Boston Edison has been assured that the Motorola Intrac encoder equipment to be installed in each town for system activation is in route.

Boston Edison has been working closely with each town to prepare police / fire dispatch points for its installation, and has arranged for Motorola representatives to train local i

personnel on its use.

System Activation Procedures and Training Boston Edison will usa the services of Stone 1 Webster Engineering Corporation to provide assistance to local authorities in developing procedures for system activation and training to local police / fire dispatch personnel.

My letter of January 21, 1982 described a number of compensating actions that have been taken by Boston Edison over recent months that will help to assure an adequate state of emergency preparedness pending full implementation of the prompt notification system.

Boston Edison is and will continue efforts in this area.

During the past week, new Emergency Broadcast System procedures and plans have been completed.

Bos' ton Edison is arranging for their distribution to all radio and television stations in Massachusetts.

Our efforts at defining state and local equipment and training needs and nelping to meet them is also continuing.

and install what we believe is one of the most comprehensive and fully integrated prompt notification systems in the nation.

Boston Edison's early action in this area, and coatinued diligence during design, procurement and installation will pennit implementation on a sodular basis very soon after the February -1,1982 data.

Please accept uly assurance that granting of Boston Edison's request for extension to April 15. 1982, will not slow that effort, and that substantial portiens of the system will be fully implemented well before that date.

I regret that circumstances beyond the control of Boston Edison n3cessitates this request, and will continue to keep you informed of our progress during coming weeks.
