'Ihis letter is in support of the dab requested exemption for the Clindi River Breeder Beactor (CRBR).
As, you know, the President in his October 8th Nuclear Energy Policy Statement directed that "... government agencies proceed with the demonstration of breeder reactor technology, including completion of the Clinch River Breeder Reactor." Funds for this purpose have been supported by Congressional action l
on the FY 82 btriget and are also included in the Aininistration's proposed FY 83 budget.
In my view, allowing IbE to proceed with site preparation l
activities at this time should result in a nore timely availability of IED l
results from the project. Although there is uncertainty in monetary savings I
of granting the exemption, further delay could result in substantial added l
expenses, and could ultimately undermine our prospects for successful conpletion of the project. It is nost important for the U. S. to maintain its leadership in this tedinology which represents a valuable energy source for the future.
From the standpoint that Congress has funded the program and that the President has ' directed the conpletion of the CRBR, the requested exemption is consistent with national policy and the public interest.
