The Depart::ent of Energy (DOE) has asked the NRO to grant an exe::ption from rule 10 CFR 50.12 in order to spend 088 emon in site preparation for the clinch River Emeder Reactor (C?2R) crior to issuance of a constn2ction oermit or a li it-ed work authorization. A site feasibility study should be part of the construction-licensing process, and to say that it is not " safety-nlated" is without :rerit and tot my unacceptable. O' pa:ticular impo:tance is that DOS',s top research advisory committee rece:= ended last month, Dece=ber 1981, that . funding for the DP2R be ter=-

insted (enclosurs). . .

Since you a e opposed to the CRER, we hope that you will advise the NRC of your opposition to DOS mceiving an exemption from rale 10 CFR 50.12 ~

Also enclosed, is a copy of our letter to the Nuclear Regulatory Co==ission on their proposal to arend 10. CFR 50.47,10.CFR 50.54, and Appendix 3 to 10 CFR Part 50 on Emergency Planning and Preparadness in the areas surrounding melear plants.
