Title | Single Point Vulnerability in Emergency Containment Filter Dousing System |
Event Description | A single point vulnerability has been identified in the dousing system for the Emergency Containment Filter (ECF) System that could have resulted in dousing all filter units with borated water during an accident. Inadvertent dousing of the filters could adversely impact the methyl-iodide removal efficiency of the ECFs assumed in the plant safety analyses.
This condition applies to both Turkey Point units. However, it is reportable under 10 CFR 50.72 only with respect to Unit 4 since Unit 4 is currently in operation while Unit 3 is in a refueling outage. The design deficiency has been evaluated in accordance with NRC Generic Letter 91-18. The ECFs have been determined to be operable but nonconforming and reportable under 10 CFR 50.72(b)(3)(ii)(B) and 10 CFR 50.72(b)(3)(v)(C)and (D). A design change is being prepared to correct the vulnerability on both units. The licensee has notified the NRC resident inspector. |
