f FLORID A eOWER & LIGHT COMPANY JUL a 1988 L-86-270 Mr. Luis A. Reyes, Acting Director Division of Reactor Projects, Region 11 U. S. Nuclear Regulatory Commission 101 Marietta Street, N.W., Suite 2900 Atlanta, CA 30323

Dear Mr. Reyes:

Re: St. Lucie Unit No. 2 Docket No. 50-389 Report Nos. 83-57, 84-01, 86-02 Deviation 83-57-01 Item A Your letter of April 25, 1986 provided NRR's evaluation of the sprinkler systems located in the plant fire areas containing redundant safe shutdown systems, and requested a description of the corrective actions which will be taken to correct the deviation and the date the corrective actions will be completed. Florida Power & Light Company (FPL) letter (L-86-220) dated May 27, 1986, provided FPL's plans to respond to your request by July 3,1986.

FPL requested a walkdown at the site with the NRC to discuss the specific areas where the deviation exists, and the options available to FPL to correct the deviation. In response to this request, a walkdown of the St. Lucie Unit No. 2 fire areas with sprinkler protection was conducted with NRC Region 11 Inspector, W.

H. Miller on June 10 and i1,1986.

During the walkdown of plant fire areas with sprinkler protection, the following criteria were used to identify the sprinkler deviations:

1.

Automatic sprinkler system obstructions are permitted in plant fire areas where a redundant safe shutdown train is located outside of that area or where a redundant safe shutdown train is enclosed within a three-hour fire barrier.

2.

Automatic sprinkler protection in plant fire areas containing redundant safe shutdown trains are to meet one of the following:

a.

Where redundant trains are located within 20 ft. of each other and one train is enclosed within a one hour fire rated barrier, sprinkler system protection is to be provided.

Reyes, Acting Director Page two Coverage may be by either the ceiling level system if not obstructed or by a combination of ceiling level heads and heads beneath the obstructions.

b.

Where redundant trains are located more than 20 ft. opart and neither train is enclosed with a fire barrier, sprinkler system coverage is to be such that for a horizontal distance of at least 20 ft., sprinkler system discharge will not be obstructed.

Attachment I provides the four areas where the deviation was identified and the pionned corrective action for each.

The engineering for the corrective actions is scheduled to be completed by January 31, 1987. At that time FPL will provide NRC, Region 11 an information copy of the design and a schedule for implementation of corrective actions at the site.

Very truly yours,
