. Gentlemen:
This refers to the routine safety inspection conducted by Messrs. D. E. Miller
and W. B. Grant of this office during the period December 8, 1986 through
January 13, 1987, of activities at Dresden Nuclear Power Station,, Units 2 and
3, authorized by NRC Operating Licenses No. DPR-19 and No. DPR-25, to the
discussion of our findings with Mr. Eenigenburg and other members of your
staff at the conclusion of the inspection, and to the enforcement conference
held on February 6,1987, attended by Mr. Galle and others of your staff.
The enclosed copy of our inspection re) ort identifies areas examined during
the inspection. Within these areas, t1e inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.

During this inspection, certain of your activities appeared to be in violation
of NRC requirements. We are releasing this report at this time for your
information.
You will be notified by separate correspondence sf our decision
regarding enforcement action based on the findings of this inspection.
No
written response is required until you are notified of the proposed
enforcement action.
In accordance with 10 CFR 2.790 of the Commission's regulations a copy of
this letter and the enclosures will be placed in the NRC Public, Document Room.
