NRC INSPECTION OF SPENT FUEL SHIPMENT

Dear Mr. Williams:

This refers to the NRC inspection of a shipment of irradiated fuel conducted on August 24-28,

-1999.

The areas examined during the inspection included the safety and security measures afforded the shipment of foreign research reactor spent fuel between the Savannah River Site and the Idaho National Engineering and Environmental Laboratory. The inspection consisted of selective examinations of procedures and representative records, interview with personnel, and observation by the inspectors.

.Within the r, cope of the inspection, no violations or deviations of NRC requirements were identified.

As identified in the enclosed NRC Report, there were numerous vehicle safety deficiencies identified by various state inspectors during this shipment. The NRC is concerned that NAC International did not assure that the carrier provided vehicles that met safety standards commensurate with the importance and risks associated with the shipment. As a consequence of these safety citations, repairs and replacements had to be performed under less than ideal conditions and unexpected delays were experienced. You are requested to perform an investigation into this situation and respond to this office within 60 days from the date of this letter. Your response should contain the cause and those corrective actions you have taken or have planned to take to avoid recurrence.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice, a copy of this letter and its enclosure will be placed in the NRC Public Document Room.
