Dear Sir:

This application for amendment to the James A. FitzPatrick Technical Specifications

)

(TS) relocates portions of the " Reactor Coolant System - Coolant Chemistry" specification l

3/4.6.C. from the Technical Specifications to the James A. FitzPat:ick Updated Final Safety l

Analysis Report (UFSAR) and to applicable plant procedures that t.re controlled by the 10 i

CFR 50.59 process. The Technical Specifications for " Coolant Ct emistry" contain i

specifications for reactor coolant specific activity, conductivity, and chloride coricentration.

This amendment will relocate the specifications for reactor coolarat conductivity and chloride concentration and retain the specification for reactor caolant specific activity.

I The specifications for reactor coolant conductivity and enloride concentration do not meet I

l any of the screening criteria for retention in the Technical Specifications in accordance with l

the Commission's " Final Policy Statement on Technical Specifications improvement for l

Nuclear Power Plants" (Reference 1). Also, the removal of these specifications is consistent with NUREG-1433, " Standard Technical Specifications - General Electric Plants, l

BWR/4." A similar TS amendment was approved on February 22,1996 for the Public Service Electric and Gas Company's Salem Generating Station Units 1 and 2 (Reference 2).

The signed original of the Application for Amendment to the Operating License is enclosed for filing. Attachment I contains the proposed new Technical Specification pages.
