Reply to Notice of Violation in NRC Special Inspection Report NO. 05000182/2021202

1.) Reason for the Violation

In inspection report NO. 05000182/2021202, it was found that PUR-1, docket number 50-182, had committed a level IV violation by failing to report physical security plan changes to the NRC within 30 days as required by 10 CFR 50.54 (p)(2). This violation occurred during a period when renovations to the PUR-1 facility were taking place. Several entryways and rooms were modified during these renovations which resulted in changes to PUR-1 's physical security plan. These changes were implemented into the security plan however this revised security plan was riot mailed to the NRC by the facility's previous reactor supervisor. It is not known why the final changes to the security plan was not mailed to the NRC. The most likely reason is the individual forgot to mail it.

2.) Corrective Steps Taken and Results Achieved

Currently the security plan is being reviewed for any other changes that need to be made before submitting the plan to the NRC. This process was delayed for a short period of time, after the notification of the failure to submit changes within 30 days, as the facility was waiting for the new reactor supervisor and facility director to receive their T &Rs so they would be able to contribute to and review the changes to the security plan before submitting the final plan.

3.) Corrective Steps to be Taken

The final, up to date, physical security plan will be mailed to the NRC as required by 10 CFR 50.54 (p )(2) as soon as all facility members have reviewed and approved the updated version.

4.) Date When Full Compliance Will be Reached

It is planned to submit the updated physical security plan by October 31 st 2021.
