QUALITY ASSURANCE PROGRAM APPROVAL FOR RADIOACTIVE MATERIAL PACKAGES NUMBERS 0202, REVISION 9 and 0969, REVISION 0
Dear Ms. Zawalick:
By letter dated February 14, 2019 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19045A700), as supplemented on September 3, 2019 (ADAMS Accession No. ML19247E271), Pacific Gas and Electric Company (PG&E) requested approval of Revision 0 to the Humboldt Bay (HB) Independent Spent Fuel Storage installation (ISFSI)
Quality Assurance (QA) Plan. Subsequently, on April 17, 2020, the U.S. Nuclear Regulatory Commission (NRC) approved the HB ISFSI QA Plan (ADAMS Accession No. ML20092L173 ).
By letter dated August 3 1, 2021 (ADAMS Accession No. ML15231A222), PG&E notified the NRC that decommissioning field activities are complete and that PG&E plans to request termination of HBs Title 10 Code of Federal Regulations (CFR) Part 50 license and QA Program in 2021. Because of this, PG&E requested changes to its QA Program Approval for Radioactive Material Packages to reflect the transition from a HB,10 CFR Part 50, Appendix B QA Program to an ISFSI-only 10 CFR Part 72, Subpart G QA Program concurrent with the termination of HBs 10 CFR Part 50 license.
Enclosed is a revision to the QA Program Approval for Radioactive Material Packages No.
0202, Revision No. 9, that reflects the HB decommissioning facility as having been separated from your docket number 71- 0202. In addition, enclosed is the QA Program Approval for Radioactive Material Packages No. 0969, Revision No. 0, that reflects the HB ISFSI-only QA Plan. The NRC notes the tr ansition from a HB, 10 CFR Part 50, Appendix B QA Program to an ISFSI-only 10 CFR Part 72, Subpart G QA Program effectivity will be concurrent with the termination of HBs 10 CFR Part 50 license.
This Approval satisfies the requirements of 10 CFR) 71.17(b) and 71.101(f) for a QA Program approved by the U.S. Nuclear Regulatory Commission.

Termination of your materials license does not cause this Approval to be automatically terminated. If you wish to amend this Approval and have determined it reduces commitments, or terminate this Approval, please request it in writing.
This letter also serves as a reminder that if you are using or planning to use an NRC-approved package, you must be registered for use of that package with NRC. Registration for use of NRC-approved packages should be made pursuant to 10 CFR 71.17(c)(3).
In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be made available electronically for public inspection in the NRC Public Document Room or from the NRCs ADAMS, accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html.
