OF THE REACTOR OVERSIGHT PROCESS BIMONTHLY PUBLIC MEETING HELD ON MAY 26, 2022
On May 26, 2022, the U.S. Nuclear Regulatory Commission (NRC) s taff hosted a public meeting with the Nuclear Energy Institutes (NEIs) Reactor Ove rsight Process (ROP) Task Force executives, other senior industry executives, and various external stakeholders to discuss the staffs progress on initiatives related to the ROP. The top ics discussed during this teleconference are described below.
NRC Artificial Intelligence Strategic Plan and Roadmap
The NRC staff provided an update on the status of the developme nt of the NRC's Artificial Intelligence (AI) Strategic Plan. The topics included a high-le vel summary of the AI Strategic Plan, the next steps, and key dates. The NRC staff informed the participants about the upcoming publication draft AI Strategic Plan in the Federal Register for public comment by June 2022. The NRC staff also plans to host an AI public workshop in the summer/fall of 2022 to remain aware of the fast-paced technological adoption of AI in the industry and communicate with external stakeholders about NRC's progress on AI activitie s.
NEI asked whether the NRC intends to develop regulatory guidanc e and tools to prepare the staff to assess AI as part of NRC regulatory activities. The NR C staff stated that the agency would need to assess whether any regulatory guidance (e.g., reg ulatory guides or standard review plan sections) or inspection procedures need to be updat ed or created to clarify the process and procedure for the licensing and oversight of the us e of AI in NRC-regulated activities. The need for revision will be based on the informat ion gathered through the execution of the AI Strategic Plan and engagement with external stakehold ers.

Commercial Grade Dedication and Engineering Inspections
The NRC staff shared an update on Commercial Grade Dedication ( CGD) inspection development. The staff expects the publicly available final dra ft of the procedure to be available in June 2022. Staff also indicated the willingness to coordinat e future public meetings with industry in fall 2022 to further discuss CGD inspection impleme ntation prior to the first inspections. Staff responded to questions from the industry and public and indicated that they plan to utilize the lessons learned from both Environmental Qua lification and Power-Operated Valve inspections in development, training and implementation o f the CGD inspections; those inspections will be conducted at each operating reactor license e site; and that Counterfeit, Fraudulent and Suspect Item training will be incorporated into the CGD training those regional inspectors will receive.
Causal Evaluation Methods for Inspection Procedure 95001 Supple mental Inspections
Industry representatives requested clarification on terminology used in ROP Inspection Procedure (IP) 95001, Supplemental Inspection Response to Acti on Matrix Column 2 (Regulatory Response) Inputs and Inspection Manual Chapter (IM C) 2515, Appendix B, Supplemental Inspection Program. Specifically, industry repre sentatives requested NRC clarification of the terms root cause and corrective action to preclude repetition as defined in IMC 2515, Appendix B and discussed in withdrawn SECY 190067, Recommendations for Enhancing the Reactor Oversight Process. The NRC clarified tha t the definitions provided in IMC 2515, Appendix B were applicable to the IMC and related IPs for inspector use in verifying licensee actions and completing the IP objectives. The NRC ackn owledges in IMC 2515, Appendix B that industry terminology may differ and that inspec tors should not base inspection conclusions on terminology used by licensees.
Follow-on COVID19 Lesson Learned Working Group Preliminary Recommendations
The NRC staff provided a summary of the preliminary conclusions and recommendations developed by the Follow-On Review of the Lessons Learned, Best Practices, and Challenges During the COVID-19 Public Health Emergency working group. The NRC discussed the preliminary conclusions and expected completion schedule. Oppor tunities for comment and questions were provided for all attendees.

Status of ROP Enhancement Activities
The NRC staff also gave an update of the status of the ROP Enha ncement Commission SECY papers schedule (ML22025A132) that were discussed in the Januar y ROP Public Meeting. The Engineering Inspection SECY paper is currently at the Office of the Executive Director for Operations (OEDO) for issuance. The Problem Identification and Resolution (PI&R) SECY paper has begun work and is projected to be issued at the end o f July 2022. The 4th Quarter Performance Indicator (PI) Treatment and Greater-Than-Green PI Treatment SECY paper has P. McKenna
begun work and is on schedule for issuance in September 2022. T he White/Yellow Findings Definitions revision in IMC 0609 is ready to be issued but will wait until a corresponding change to the Enforcement Policy is sent to the Commission by a SECY p aper at the same time. This is projected to occur in about two months. Work on the two Emergen cy Planning (EP) SECYs has begun (The EP Significance Determination Process (SDP) revision SECY and the EP Siren PI Elimination and the new EP Facility PI SECY) and are on schedul ed to be issued in the 4 th quarter of calendar year 2022.
Significance Determination Process Timeliness Review
The NRC staff provided an overview of an ongoing review of time liness associated with potentially greater-than-Green findings in the SDP. The purpose of the review is to identify any common themes or trends associated with findings that exceeded the 255-day metric as defined in IMC 0307, Appendix A. Any recommendations related to changes to the metric or SDP guidance will be produced in a publicly available report by the end of calendar year 2022.

NEI 99-02 rev. 8 Update
Industry representatives indicated that the revision 8 update t o NEI 99-02 is in process and will include Frequently Asked Questions (FAQs) that have been approv ed since the last update.
Representatives also indicated that a more efficient process fo r incorporating approved FAQs is also in process.
Frequently Asked Question (FAQ) 2202 - Diablo Canyon Scram
Industry representatives presented FAQ 2202 related to a Diablo Canyon manual trip on October 15, 2021. The guidance needing interpretation was Figur e 2, IE04 Unplanned Scrams with Complication - Flowchart, on page 29 of NEI 99-02, Regul atory Assessment Performance Indicator Guideline, Revision 7, specifically Main Feedwater a vailability and recovery using approved plant procedures during scram response. NRC staff ackn owledged receipt of FAQ 2202 and have started the technical review.

The Next ROP Meeting:
The next ROP bimonthly public meeting is tentatively scheduled for July 27, 20 22.

Conclusion
At the end of the meeting, NRC and industry management gave clo sing remarks. The industry representatives expressed appreciation for the open dialogue an d willingness of NRC staff to hear industry views. The NRC management stressed the importance of the NRC being focused on providing reasonable assurance of public health and safety w hen considering changes to the ROP.
