Why are we performing this review?

• IRAB staff conducting a review of SDP timeliness to assess the past several years of missed metrics

• Goal is to identify any common themes, trends, shifts in philosophy, unintended consequences of changes, etc.

• This review falls under Element 1 of ROP Self-Assessment (see IMC 0307)

• Near term action

- Outreach to internal and external stakeholders

• Backstop for completion of review is end of CY2022

• Output will be a publicly-available memo documenting the scope of the review and any proposed changes to the metric or the SDP (see IMC 0609) 2

SDP Timeliness - Background

• Metric changed in CY2020 from separate 120-45-90 metrics to an overall 255-day metric

• Metric calculation was changed from a percentage to a discrete count

• Self-assessment metric is on CY, other metrics (e.g., Congressional Budget Justification) are on FY

• The metric was determined to be Yellow in CY2020 and CY2021

SDP Process Overview

• Figure at left from IMC 0609, Attachment 5

• At present, the only reported metrics are the overall 255-day SDP and the 45-day inspection report issuance (see IMC 0307, Appendix A, section 02.01)

• The previous 120-day inspection timeliness and 90-day SDP timeliness metrics are monitored for information only.

History of SDP metric Then (2000) Now (2020 to present)

SDP-10 SDP Timeliness Definition: For each quarter, count the number of inspection findings that are either:

1) in the SERP process, were open for any portion of that quarter, and are more than 90 days from the exit meeting date

2) received by an NRR technical branch for SDP assistance, and are more than 90 days from the exit meeting date or the date received by that branch, whichever is earlier

3) otherwise documented in an inspection report as an unresolved item, were not counted in either of the above categories, and are more than 90 days from the

• The above definition is found in IMC 0307, exit meeting date. Appendix A Criteria: All SDP results that are counted per the criteria

• The metric definition changed several times above should be finalized within 90 days of the exit (iterative) since CY2000 meeting.
