OF MAY 1, 2024, MEETING WITH TN AMERICAS, LLC.
Background
On May 1, 2024, an Observation Public Meeting was held by teleconference between the U.S.
Nuclear Regulatory Commission staff and representatives from TN Americas, LLC. (TN or the applicant) to discuss a pending amendment request for the Model No. TN-Eagle package.
This Observation Public Meeting was noticed on April 3, 2024 (Agencywide Documents Access and Management System Accession No. ML24093A266). The attendance list and the publicly available presentation slides are provided as Enclosure Nos. 1 and 2, respectively.
Discussion TN requested this meeting to discuss a pending amendment request for the Model No.
TN-Eagle package (Docket No. 71-9382).
The Model No. TN-Eagle received a certificate of compliance (CoC) Rev. 0 on September 23, 2023 (ML23275A039). The Model No. TN-Eagle consists of a forged body, with a bottom closure system including the bottom plate, and sealed at the top with the primary lid. The neutron shielding resin blocks are placed in the lodgments of the shielding rings which are designed to shrink fit tightly against the steel shell surfaces, thus improving the heat transfer across the neutron shield.

The authorized contents of the package are the EOS Dry Shielded Canisters (CoC 1042), the MP 187 Dry Shielded Canisters (CoC 9255) and the MP 197HB Dry Shielded Canisters (CoC 9302).
The applicant is proposing to add a neutron shielding resin with better temperature limits, a different paint with better resistance, and update the criticality evaluation to expand on existing contents while covering also some dry shielded canisters (DSCs) that are already loaded.
Some of the design changes are for the standard canister configuration of the package only, while other design changes impact all packages whether standard canister or large canister.
The applicant explained that it will use the same thermal analysis methodology than was used in Rev. 0 of the application for the shield ring design for both normal conditions of transport and hypothetical accident conditions, respectively, and the same bounding loading case. The applicant presented preliminary results of the thermal evaluation. Likewise, for shielding, the applicant explained that it will use the same shielding methodology, the same bounding loading sources and configuration except for some DSCs loaded with 14x14 fuel assemblies. Regarding the criticality evaluation, the applicant will use an identical pressurized-water reactor burnup credit method than that employed in Rev.0 of the application and add new specific criticality analyses for the already loaded DSCs, as well as for some as-loaded DSCs due to the loading curves that were developed.
Staff said it understood well the changes to be implemented in this amendment request and had a few specific questions during the proprietary session on each discipline, including structural (use of smaller DSCs), thermal (composition of the resin and thermal conductivity), shielding and criticality evaluations. TN intends to submit the amendment request by the end of June 2024.
No regulatory commitments were made during this meeting.
