Dear NRC staff,

I am writing to submit a public comment in response to the Draft Environmental Impact Statement (Docket ID NRC-2018-0052) regarding Holtec Internationals application for a license to build and operate a Consolidated Interim Storage Facility for Spent Nuclear Fuel and High Level Waste (NUREG-2237).

I am strongly opposed to the Holtec storage proposal because I do not believe that high level nuclear waste stored at their CIS will be protected enough from extreme weather conditions over the many decades (and possibly centuries) during which it may be stored there in an open-air situation.

I also strongly object to the transporting of irradiated nuclear fuel on our railways (and possibly highways or waterways) over thousands of miles across our country from the reactor locations as they close down during the next several decades because it seems inevitable that accidents would happen enroute to New Mexico or any other interim consolidated waste site in the future - accidents that could result in potentially devastating health effects to those living in communities along the way as well as to the people near the CIS (in this case, New Mexico.)

The Draft Environmental Impact Statement does not provide data on the increased presence of radiation on the region importing the high-level nuclear rods. Data must be provided on the radiation level from each reactor and how much above-normal radiation would be imported to the proposed site.

I also believe that the water table and groundwater may be threatened by any leaks or accidents that may happen at the CIS which could thereby endanger the health of the people and wildlife of the areas affected.

When and if a permanent nuclear waste location is found, then the waste at the CIS would require additional transportation to a new site. For this reason alone it would be ludicrous to take the HLNW to a CIS.

Taking care of the high-level nuclear waste responsibly is the responsibility of our federal government and particularly of the NRC to see to it that the waste is taken care of as safely as possible. Corporations whose objective is to make money for themselves and their shareholders are not the ones to be given authority to take care of this extremely dangerous waste.

For these reasons and more, I declare that the DEIS for Holtec Internationals application is not at all adequate and that their application for a license to build and operate a high level radioactive waste CIS storage facility should be denied.

Instead, the HLNW from nuclear power plants both in Vermont and around the United States should be isolated on or near the current sites in hardened stainless steel and concrete dry casks until there is an environmentally just and scientifically sound permanent location found, even though that may take a

couple of decades to accomplish. In the meantime, the high-level nuclear waste should remain at the locations where it was produced, protected in those hardened stainless steel casks enclosed in concrete and guarded during the time it is stored there.

It is very important that you deny Holtec International the license they are seeking in this docket number.
