Dear Mr. Warden:
Enclosed is an application accepted by the U.S. Nuclear Regulatory Commission (NRC), on July 19, 2023, from Halliburton Energy Services, for a specific license (PXB244.00) to export Category 2 quantities of Americium-241, Americium-241/Beryllium, Cobalt-60, and Cesium-137 to Iraq. The sealed sources will be used to provide logging and perforating services.
Since Iraq is on the embargoed list (10 CFR Part 110.28), before taking action on this request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the requested export meets the applicable criteria in the Atomic Energy Act of 1954, as amended.
