Pursuant to 10 CFR 50.59(c)(1), Georgia Power Company hereby requests a change to the Environmental Technical Specifications (ETS), Appendix B to the Operating Licenses.

The proposed change will correct surveillance requirements for flow monitoring of gaseous releases from the Hydrogen Recombiner Building vent.

ETS 2.1.4.b requires continuous flow monitoring for this vent. However, flow in this system is constant, blower forced, and blower status is ind;cated. Thus, no flow measuring or recording devices are necessary.

Flow will be measured and recorded quarterly. Gross radioactivity is measured and recorded continuously per ETS 2.1.4.b. An NRC Inspection report (50-321/74-17) documented that continuous flow monitoring is not necessary for this vent.

The Plant Review Board and Safety Review Board have reviewed and approved the proposed change and determined that it does not involve an unreviewed safety question. This change only clarifies incorrect surveillance requirements. No new modes of operation are involved. Margins of safety are unaffected. The Manager of Environmental Affairs has determined the proposed change to have no adverse environmental impacts.

Enclosed with the change are instructions for incorporation of changed pages and a determination of amendmaat class. We have determined this to be a Class III amendment for on.' unit and a Class I amendment for the other unit.
