ACCEPTANCE REVIEW OF THE RENEWAL APPLICATION TO CERTIFICATE OF COMPLIANCE NO. 1026 FOR THE FUELSOLUTIONS' SPENT FUEL MANAGEMENT SYSTEM

Dear Mr. Quinn:

By letter dated November 6, 2020 [Agencywide Document Access and Management System (ADAMS) Accession No. ML20315A012], and supplemented by a letter dated March 30, 2021 (ADAMS Accession No. ML21090A201), Westinghouse Electric Company (Westinghouse) submitted to the U.S. Nuclear Regulatory Commission (NRC) a request to renew the Certificate of Compliance (CoC) No. 1026 for the FuelSolutions' Spent Fuel Management System. The submittal of the CoC renewal application was timely in accordance with the requirements of Title 10 of the Code of Federal Regulations 72.240(b). In the application, Westinghouse requested to renew the CoC for an additional 40 years. The NRC staff performed an acceptance review of the application to determine if the application contains sufficient technical information in scope and depth to allow the staff to begin a detailed technical review.

This letter acknowledges acceptance of your application. We have established a schedule based on the current workload, priority, and the current schedule for the CoC No. 1026 Amendment No. 5 which is part of this renewal. The schedule would allow the staff to complete and issue a request for additional information (RAI) in February 2022. If there is no additional changes to the design basis of Amendment No. 5 and Westinghouse provides a sufficient response to the RAI by March 2022, and a second RAI is not needed, the draft CoC and preliminary safety evaluation report will be submitted to Rulemaking in July 2022. The staff estimates that completing the safety review of this certificate amendment application will require approximately 350 staff review hours and $158,000 of contractual work.
