REPORT OF INTERVIEW WITH CLAYTON W. BROWN On January 31, 1992, Clayton W. BROWN was interviewed at his place of employment, BRAND Company, 5 Westbrook Plaza, Westchester, Illinois, by i

BROWN explained that BRAND purchased a company BROWN was president of i named BISCO, who installed THERM 0-LAG at three nuclear power plants--Perry Nuclear Power Plant, WNP-2, and Clinton Power Station. BROWN said that B1500 codeveloped silicone foam material with DOW CORNING. This material is used in the nuclear industry to seal penetration openings and is referred to as a penetration seal.

3 BROWN said the first encounter he had with THERMAL SCIENCE, INC. (TSI),

' was at SUSQUEHANNA. BROWN said THERM 0-LAG was installed utilizing the spray method at SUSQUEHANNA. BROWN commented that the spray method was a very difficult process, and there were problems because the THERM 0-LAG

slumped.

At WNP-2, BROWN said he recrmmended to TSI to develop prefabricated

, panels rather than using the spray application method because of installa-tion problems experienced at SUSQUEHANNA. BROWN commented that TSI did develop the prefabricated board and initially experienced problems with

. shrinkage and thickness in making the boards but worked out the problems.

Regarding a law suit by the union representing the BISCO installers at WNP-2,

BROWN categorized it as " harassment" by disgruntled installers and said the suit was dismissed. BROWN was unaware of any other incidents where THERM 0-LAG caused health problems to the installers.

According to BROWN, TSI sent site representatives to WNP-2 to conduct a i three day training program for the installers. BROWN said TSI would certify i the installers upon completion of the training program. BROWN said BISCO used TSI procedures to install the THERMO-LAG at WNP-2, but because this was the first use of the beard form it required several rewrites and modification of  ;

these procedures. BROWN said that BISCO performed the QA/QC for receipt and '

installation of the material.

BROWN opined that the installation of THERM 0-LAG was somewhat difficult because of its weight, and it required a prefabrication shop. BROWN said that the way THERMO-LAG was installed it could be subject to shortcut methods. i BROWN indicated that at the time BISCO was involved with WHP-2, which was about ten years ago, the chairman of the board for BISCO wanted to buy TSI j but that Rubin FELDMAN, TSI's owner, did not want to sell. in his dealings with TSI, FELDMAN was always his point of contact and that  !

FELDMAN never delegated anything to other people in TSI.  ;
