Dear Mr. Parker:

On May 21, during my meeting with you, Peter Agnes, and other Massachusetts officials, the subject of public meetings with the NRC concerning restart of the Pilgrim Nuclear Station was discussed. The message you left with me was that public meetings in the Plymouth area are necessary to ensure j public confidence in any restart decision and in the ability of Pilgrim to l resume safe plant operation.  ;

As you know, the Region I staff and state and local officials have had an 1 ongoing dialogue concerning the Pilgrim situation. This has included at l least three public meetings to date with the Plymouth Board of Selectmen, 1 as well as meetings with the Plymouth Chamber of Cor:rnerce, Duxbury Board of Selectmen, the Massachusetts Joint Comittee on Energy, the Massachusetts Legislative Comittee on the Investigation and Study of the Pilgrim Station, the Town of Plymouth Advisory Comittee on Nuclear Matters, and others. In addition, representatives from some of these groups have participated in Region I management meetings dealing with Pilgrim, ,

including the Systematic Assessment of Licensee Performance (SALP) meeting -

held on May 7, 1987. We have encouraged this interaction and have 1 benefited from the participation. 1 It is my understanding that prior to the decision for Pilgrim's restart ,

further public meetings will be held between the NRC staff and officials in  ;

and around Plymouth. Also, as you know, the Comission will meet publicly 1 in $2' Jton, D.C., to hear from Boston Edison management and our staff

,rior to any restart being authorized.

In my opinion, the above indicates an ongoing open dialogue between NRC and state and local officials and the public. Any decision to restart the l Pilgrim Nuclear Station will be made after careful consideration of the l concerns raised and with maintenance of the public health and safety foremost in our minds.

The NRC staff currently is planning to conduct one or more public meetings I in Massachusetts on the Pilgrim plant in the near future. In view of your l continuing interest in the issues associated with operation of this l facility, I have referred your invitation to NRC's Executive Director for ,

Operations, Mr. )ictor Stello, Jr., to determine the availability of l members of our technical staff to represent NRC at the October 29 meeting. 1 He will be in contact with you.

I hope that your meeting will be a success and that it will contribute to resolution of the concerns of the citizens of Duxbury.
