- the removal of operational PCIOMR procedures from GE barrier fuel.

Because Hope Creek Generating Station will use GE PCI-resistant barrier fuel for the initial core loading, PCIOMRs are not needed and the use of OD-ll is not required to assist in preventing the PCI fuel failure mechanism. Consequently deletion of OD-il from Test Number 11 is justified.

5.0 CONCLUSION

S Testing of OD-11 PCIOMR monitoring option of the process computer is not required because Hope Creek Generating Station is using PCI-resistant barrier fuel for the initial core loading. Based on the above discussion, the proposed change will not adversely affect any safety systems or the safe operation of the plant, and as such does not involve an unreviewed safety question. The Technical Specifications do not address this program, therefore, no change to this document is involved.

It is my pleasure to send you Revision' IV to document NEDS-10456-PC . ,

titled "Preccnditioning Interim Operating Management Recomendations (PCIOMR)". Revision IV announces the removal of operational PCIOMR procedures from the General Electric patented barrier fuel design. The attached revision is proprietary to the General Electric Company.

The removal of PCIOMR procedures from GE barrier fuel is the culmination of an extensive 14 year development and testing program. This effort was concluded in March after a successful large scale operational demonstration of GE barrier fuel at the Quad Cities 2 reactor.

The removal of PCIOMR controls is expected to result in improved plant operating strategies for such maneuvers as startups, control rod pattern

. adjustments, sequence exchanges, and electric load following capabilities to name just a few. In addition to increasing operating flexibility, PCIOMR removal should expand the benefits of plant improvement products..

. TEST NUMBER 11 - PROCESS COMPUTER TEST SIMPLIFICATION - DELETE OD-ll TESTING OBJECTIVES:

Regulatory Guide 1.68 (Revision 2; August 1978), Appendix A, paragraphs 4.n and 5.r require a demonstration of control room computer system operability. This includes validation that the process computer is receiving correct inputs from process variables and that performance calculations are being performed correctly. Test Number 11, Process Computer, verifies the performance of the process computer under plant operating conditions. - It is proposed to delete testing of'the OD-ll option, PCIOMR monitoring, since Hope Creek Generating Station will have-barrier fuel and as such will not be required to

_ follow the PCIOMR recommendations.

DISCUSSION:

Extensive testing of each option of the process computer is performed to satisfy system design requirements. OD-ll, PCIOMR monitoring option, provides the necessary information to determine-compliance with PCIOMRs and monitors the fuel performance against PCIOMR limits. Testing of PCI-resistant barrier fuel in operating BWRs has demonstrated that PCIOMR guidelines are _not required for barrier fuel. Since Hope Creek Generating Station will have PCI-resistant barrier fuel, PCIOMRs are no longer applicable and operation of this option is'not required. Therefore, testing of the OD-ll option is not required.

CONCLUSION:

Testing of the OD-ll'PCI DiR monitoring option of the process computer is not required since the Hope Creek Generating Station will have PCI-resistant barrier fuel and will not be required to follow the PCIOMRs. The proposed changes in testing do not affect any safety systems or the safe operation of the plant and therefore do not involve an unreviewed safety question. Therefore, Test Number 11, Process Computer, can be simplified by deleting OD-ll testing.
