DETERMINATION OF ELIGIBILITY FOR CATEGORICAL EXCLUSION, 10 CFR PART 51.22 - AMENDMENT NO. 2 By letter dated March 6, 1987,'Battelle Columbus Laboratories (BCL) requested amendment of their NRC Materials License No. SNM-7 to authorize the possession of not more than _15 curies of old fission and activation products that remain-in the decommissioned.and retired Battelle Research Reactor _ (BRR). _BCL also-requested that their Radiological Safety Officer be -authorized to serve as the Retired Facility Site Representative for the BRR.

The retired BRR is currently described as one of the facilities.at BCL's West Jefferson site in Part II, Section 1.2 of the renewal application for SNM-7.

However, possession of the byproduct material in the BPR facility and specification of the Site Representative has been authorized by NRC Facility License No. R-4, which has lapsed. The proposed amendment would include'the byproduct material and designation of the Site Representative under SNM-7.

Since both licenses have been issued to the same organization at the same location, and the activity conducted by the same personnel, the amendment would be administrative in nature vithout changes in release of effluents, occupational exposure, or other impacts. The amendment falls within the category of actions set out in Section 51.22(c)(11) as follows:

Issuance of amendments to licenses for-fuel cycle plants and radioactive waste disposal sites and amendments to materials licenses identified in-Section 51.60(b)(1) which are administrative, organizational, or proce-dural in nature, or which result in a change in process operations or-equipment, provided that (1) there is no significant change in the types or significant increase in the amounts of any effluents that-may be released offsite, (ii) there is no significant increase in individual or cumulative occupational radiation exposure, (iii) there is no_ significant 1 construction impact, and (iv) there is no significant increase in the potential for or consequences from radiological accidents.
