SAFETY EVALUATION REPORT - POSSESSION OF BYPRODUCT MATERIAL AT TliE RETIRED BATTELLE RESEARCH REACTOR By letter dated March 6,1987, Battelle Columbus Laboratories (BCL) requested amendment of Materials License No. SNM-7 to authorize the possession of not more than 15 curies of old fission and activation products that remain in the decommissioned and retired Battelle Research Reactor (BRR). BCL also requested that their Radiological Safety Officer (R50) be authorized to serve as the Retired Facility Site Representative for the BRR.

Dismantlement of the BRR was completed by BCL in 1976, and the residual byproduct material contained in the superstructure possessed under NRC Facility License R-4. BCL's RSO has served as the Retired Facility Site Representative, performed radiological surveillance, and prepared periodic surveillance reports for BCL and for submittal to NRR. The proposed amendment would incorporate these same provisions in SNM-7 rather than R-4, which has lapsed. Inasmuch as both l licenses have been issued to the same organization at the same location, and the activity conducted by the same personnel, the amendment would be administrative in nature.

l The retired BRR is currently described as one of the facilities at BCL's West Jefferson site in Part II, Section 1.?, of the renewal application for SNM-7.

The request for amendment included a new page vii, " Maximum Quantity of Special Nuclear Material and Byproduct which Licensee May Possess at Any One Time Under This License," and a new Part I, Section 1.3.5, " Control of Residual Contamination at the Retired Battelle Research Reactor." This section i designates the RSO as the Retired Facility Site Representative and specifies I his responsibilities. However, no requirement for radiological surveillance is specified, and therefore, a new license condition is necessary for that purpose. In addition, no reauirement for maintaining a financial plan for decommissioning the retired BRR is specified, and a revised license condition '

is necessary for that purpose. Possession of the residual byproduct material at the retired BRR can be accommodated within Condition 8.G. of the license

(?2,000,000 curies of irradiated fuel material, activated reactor materials and components), so that no licensing action is required for this purpose.
