Gentlemen:
This refers to the inspection conducted by Messrs. J. E. Cundns and
B. L. Bartlett of this office during the period July 5-31, 1987, of activities }
authorized by the NRC Operating License No. NPF-42 for the Wolf Creek Generating
Station, and to the discussion of our findings with Mr. G. D. Boyer, and other
members of your staff at the conclusion of the inspection.
Areas examined during the inspection included plant status, operational safety
verification, monthly surveillance observation, monthly maintenance observation,
review of licensee event reports,10 CFR Part 21 report followup, onsite event
followup, physical security verification, radiological protection, and new fuel
receipt. Within these areas, the inspection consisted of selective examination
of procedures and representative records, interviews with personnel, and
observations by the NRC inspectors. The inspection findings are documented in
the enclosed inspection report.
During this inspection, it was found that certain of your activities appeared
to be in violation of NRC requirements. As discussed in our telephone
conversation of September 15, 1987, with Mr. F. Rhodes of your staff, we
have scheduled an enforcement conference in our office at 1:00 p.m. (CDT) on
September 25, 1987, to discuss your understanding of this violation, the
reasons for occurrence, and your corrective actions. We will also discuss
the NRC Enforcement Policy, if appropriate.
The material enclosed in Safeguards Attachment to the Appendix contains
Safeguards Information as defined by 10 CFR Part 73.21 and its disclosure to
unauthorized individuals is prohibited by Section 147 of the Atomic Energy Act

Attachment to the Appendix will not be placed in the Public Document Room.
