9FETY EVALUATION REPORT. LICENSE AMENDMENT APPLICATION DATED i X6 GUST 24, 1987, RE EXTENSION OF LICENSE AND REVISION OF CALI-BRMMN FREQUENCIES l

BACKGROUND On August 24, 1$97, TVA submitted an amendment application requesting a 5-year extension of Materials License No SNM-1873 and that the calibration frequency of portable radiation survey end laboratory radiation instrumentation be changed from quarterly tg semiannually.

DISCUSSION The request for ext.ensionf the. license is due to construction delays. Since the authorized activities iemain the same, it is recommended that Condition 4 be revised as fo11cus:

" Sehtember30,lh92,oruponconversionofConstructionPermit Condition 4 No. CPPR 92 to an opersting license, whichever is earlier.

The basis for the chagle in calibration bequencies is TVA believes that quarterly calibrations are over ty restrictive and resource intensive. Since semiannual calibration frequencies are consistent with industry accepted standards, it is recomended that the calibration frequencies for t!;e portable radiation survey 1 and laborato y radiation instrumentation be changed from quarterly to semiannually.

This liceasing action is in accon.Pnce with 10, CFR 51.22(c)(10), and therefore, neit'terJin Environmental Impact Stt.tement mr e.n Environmental Assessment is warranted f;c this action. ,
