TRIP REPORT FOR VISIT TO GENERAL ELECTRIC, SNM-1097, WILMINGTON, NORTH CAROLINA On June 4 through 5,1998, Heather Astwood and Michael Lamastra of the Licensing Branch of the Division of Fuel Cycle Safety and Safeguards visited the General Electric (GE) fuel fabrication facility in Wilmington, North Carolina. The purpose of the site visit was for Ms. Astwood, the new NRC Project Manager for the GE facility, to receive a general tour of the facility.
Upon arrival at the site, Mr. Lamastra and Ms. Astwood had a brief introductory meeting with Scott Murray, Facility Licensing Manager; C.J. Monetta, Health and Safety Manger, as well as all major department and production line managers. After the introductions, Mr. Lamastra and Ms. Astwood were given a tour of the facility by Mr. Murray, which was supplemented by the product line managers for each area.
The tour began with a complete walk down of the " wet" process ammonium diuranate (ADU) system. This system is in the process of being shut down and only ADU Line 3 is currently in operation. The new system, which is replacing the ADU, is the direct conversion (DC) or " dry" i system. In touring this area of the facility, it was very clear that the DC system is a much more !
efficient and cleaner process compared to the ADU system.
After touring the conversion area, Mr. Le nastra and Ms. Astwood followed the fuel fabrication process through the milling, pressing, sintering, grinding, and inspection of fuel pellets and the loadiag, welding, and inspection of fuel rods and assemblies, in addition to the main fuel manufacturing process, Mr. Lamastra and Ms. Astwood also toured the zirconium fuel process, scrap recovery, waste recovery, Emergency Response Center, Northwest CaF2 decommissioning area, CaF2 storage warehouses, CaF2 lagoons, and in-process basins. During the tour, GE discussed future plans for performing the final survey for the Northwest area, building additional warehouses to store CaF2 from the lagoons, shipping the current CaF2 to Envirocare, possible alternative technologies for remediating the remaining CaF2 waste and contaminated soils, and its involvement with Atomic Vapor Laser Isotope Separation process (AVLIS) fuel.
At the end of the tour, a close out meeting was held with Mr. Murray and Mr. Monetta, and no significant issues were raised.
