LICENSEE SECONDARY PIPE WALL THINNING MONITORING PROGRAMS

REFERENCE:

Memorandum to Distribution of March 9, 1987 from James M. Taylor, same subject Subsequent to the informal survey reported in the reference, IE contacted the regions to obtain an informal update on March 16, 1987. The results of that update show that there is now only one operating plant more than 2 years old with no commitment to inspect the single phase portions of the feedwater and condensate systems for pipe wall thinning; Lacrosse. No further surveys or regional action is requested at this time pending development of industry initiatives and/or NRC positions. Two plants that are shutdown do not yet have a commitment, however, this appears to be the result of other priorities during their extended outages. These plants are Browns Ferry, Units 1, 2, and 3, and Rancho Seco.

Results of the regions' informal surveys showed that industry attention to this issue was substantial but quite variable among the plants. In many cases licensees have measured pipe wall thicknesses in the feedwater and condensate systems. In other cases programs appear to be in place with planned implementa- i tion during the next refueling outage. Many questions remain about the quality and quantity of licensee efforts. Future regulatory positions need to be based {

on more detailed formal information. A bulletin is currently being developed by IE and NRR to obtain further information and to provide a stimulus for continued industry action.

The referenced memorandum, updated survey, and the draft bulletin are enclosed.
