SUBJECT:
LICENSEE SECONDARY PIPE WALL THINNING MONITORING PROGRAMS Follouing the Surry-2 Feedwater pipe rupture on December 9,1986, IE issued IE Information Notice 86-106 "Feedwater Line Break " A supplement to this information notice was issued on February 13, 1987.
As part of the staff's consideration and evaluation of additional actions in response to the Surry event, all regional offices were recently requested to provide headquarters with a survey of the licensee programs for monitoring secondary pipe thinning.
The information requested from the regional offices is included herein as Enclos;re 1.

Cn sc of tre regicnal data have been prcvided R. Bosnak, NRR and C. Serpha, AES.
The regional data show that a large majority of licensees either have a formal seco'Adary pipe thinning program in place or are developing a program in response to the Surry event.
The data, (which includes Surry Units 1 and 2),
can be summarized as follows:
The licensees for 91 nuclear power plants responded to the survey.
Thirty-one operating plants have performed pipe wall measurements in feedwater piping subsequent to the Surry-2 event. Twenty-two additional plants will conduct feedwater pipe wall measurements later this year.
No severe wall thinning was found in main feedwater piping in plants to date except for Surry Units 1 and 2.
Two plants with pipe wall thicknesses slightly less than minimum code specifications were found (in addition to Surry).
Thirty-eight plants identified severe wall thinning in two phase flow systems, (e.g.,. extraction steam, feedwater heater drains, tarbine cross-over/ cross-under).

The above wall thinning typically occurred in elbow / tees and piping downstream of flow control valves, reducers, and flow orifices, j
Based on the data received by IE, there are several older plar ts with present or planned programs that appear weak or marginal.
This perception, however, may be due to a lack of IE information in some cases.
These plants are:
Millstone 1, 4
Vermont Yankee, Yankee Rowe, Crystal River-3, Fermi, Lacrosse, LaSalle, Cooper,

and Fort St. Vrain.
It is noted that the above survey was informal and no plant specific dispositive conclusions can be made.
The survey was conducted during the first week of February 1987.
As industry information is disseminated, it is antici-pated that licensees will develop and refine their programs for both minimizing and monitoring pipe wall erosion / corrosion.
The regional offices continue to monitor results from the licensee's programs.
IE is appreciative for the support of each of the regions in collecting and providing this data in a prompt and cooperative manner.

i Request for Information from the Regions 1.
For PWRs and BWRs, identif y which licensees have and which licensees have not prepared prograss to determine whether their large-diameter steas, i.
feedwater, condensate, and connected systen piping is subject to thinning of the piping wall.
2.
Piping for those systess is subject to wall thinning if the following conditions exists (a)
Carbon steel fittings and spools.
(b)
Fittings less than 30 pipe diameters apart.
(c)
Bulk flow greater than 10 f eet per second.
(d)
Fluid temperature between 195 and 440 degrees F.
(e)
Oxygen concentration less than 600 ppb.
Determine whether licensees have included these f actors in their programs.
