' SUBJECT: NRC INSPECTION REPORT NOS. 50-321/89-10 AND 50-366/89-10

This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by

J..E. Menning on'May 27'-' June 23, 1989. The-inspection included a. review of

activities authorized for your Hatch facility. . At the conclusion of' the

inspection, the findings were discussed with those members of your staff

identified in the enclosed Inspection Report.

- Areas examined during the inspection are identified in the report. Within

these areas, the . inspection consisted of selective examinations of procedures

.and representative records, interviews with personnel, and .observat'on of.

activities in. progress.

The'. inspection- findings indicate that certain activities appeared to violate

NRC: requirements. . However, because all of the criteria for categorization of

' licensee-identified violations were . met, two violations are not being cited.

The details - pertaining to .the licensee-identified non-cited violations are

described in the enclosed Inspection Report.

Your attention 'is also invited to the unresolved items identified in the

. Inspection Report. These matters will be pursued during future inspections.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and its enclosure

will be placed in the NRC Public Document Room.
