'This refers to the special safety inspection conducted by Messrs. K. R. Ridgway,

W. G. RGers, and S. Stasek of this office on February 3-to April 12, 1989, of

' activities at Fermi 2 authorized by Facility Operating License No. NPF-43 and

to the discussion of our_ findings with Mr. B. Ralph Sylvia at the conclusion of (

the inspection. The inspection examined the licensee's response to railcar door

I design deficiencies identified at the Pilgrim Station.  :

The enclosed copy of our inspection report identifies areas examined during the

inspection. .Within these areas, the inspection consisted of a selective i

examination of procedures and representative records, observations, and

interviews with personnel.

.The apparent violations.in Paragraph 7 are being reviewed for_ potential

enforcement' action.- You will be notified by separate correspondence of our i

decision regarding enforcement action for these issues. 'No written response

is required until you are notified of any proposed enforcement action.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of '

this~ letter and the enclosed inspection report will be placed in the NRC

Public Document Room.
