C. 20006-2496 Dear Mr. Halls On August 17, 1989, the NRC staff met with NUMARC and the four nuclear steam supply system (NSSS) vendor owners groups to discuss the " Definitions" (chapter 1.0) and " Applicability" (3.0) sections of the new standard technical specifications (STS).

Several issues related to these sections of the new STS were

Dear Mr. Hall:

On August 17, 1989, the NRC staff met with NUMARC and the four nuclear steam supply system ~(NSSS) vendor owners groups to discuss the " Definitions" (chapter 1.0) and " Applicability" (3.0) sections of the new standard technical specifications (STS).

Several issues related to these sections of the new STS were identified during that meeting which required resolution. The NRC staff agreed to. meet with NUMARC and the owners groups on September 7-8,.1989 to discuss these issues.

Attached are excerpts from sectione 1.0 and 3.0 of the new STS that will be. discussed during our September 7th and 8th meeting.

7) Unse' 'ceable describes the condition of a tube if it leaks or contJns a defect large enough to affect its structural integ-rity in the event of an Operating Basis Earthquake, a loss-of-coolant accident, or a steam line or feedwater line break as specified in'5pecificatio 0.6.3c., above; Tube Inspection means an inspection of the steam generator tube '

A program for monitoring steam generator tube degradation. Each steam generator shall be demonstrated OPERABLE by meeting the requirements of Specification 3.0.5 and by performance of a prior approved augmented inservice inspection program which includes at least the following:

1) Steam Generator sample selection and inspection,
2) Steam Generator Tube sample selection and inspection,
3) The establishment of inspection frequencies,
4) Acceptance Criteria, and
5) The content and frequency of reports.

The NRC Staff approved Steam Generator Tube Surveillance Program'and all proposed changes thereto initiated by the licensee shall be reviewed and written approval obtained from the NRC Staff prior to program implementation and implementation of any and all program changes.
