7E9C-C1 UNITED STATES NlTLEAR REGULATOPY COMMISSION FINDIf:G OF NO SIGNIFICANT Ehr!PONvFNTAL IPPACT REGAPD:NG PROPOSED ORDER AUTPORIZING DISMANTLING OF THE REACTOR AND DISPOSITION OF COMPONENT P/JTS THE UNIVERSITY OF TEXAS AT AUSTIN DOCKET N0. 50-192 The Nuclear Regulatory Commission is considcring issuance of an Order authorizing The University of Texas at Austin to dismantle their TRIGA reactor facility in Austin, Travis County, Texas and to dispose of the reactor components in accordance with the application for deconto.:!aatier and disrcntling dated May 3,1985, as supplemented. Oppcrtunity for hearing was afforded by the " Proposed Issuance of Orders Authorizing Dispositier of Component Parts and Termination of Facility License", published in the FEDERAL FFGISTER on May 31, 1985 at 50 FR 23207. No request for hearing or petition for leave to intervene was filed following, notice of the proposed action.

Finding of No Significant Environmental Imract The Commission has determined not to prepare an Environmertal Impact Statement for the proposeo action. The Commission has prepared an Environmental Assessmert of this action, dated March 9,1987, and has concluded that the proposed action will not have a sigrificant effect on the quality of the human environment.

ination cperations are discussed in an Envircnmental Assessment assctiatec with this action, dated March 9, 1987 The operations are calttlated to result in a total radiation exposure of between 6.P and 12.4 person-rer. '.o all operating personnel ano less than 0.005 person-rem to the general put.lic.

The Environmental Assessment concluded that the operation will not result in any significant environmental impacts on air, water, land or biot 6 in the area, and that an Environmer.tal Impact Statement need not be prepared.

These conclusions were based on the fact that all proposed operatiers are carefully planned and controlled, all contaminated components will be removed, packaged, and shipped offsite, and that the radiological effluent control procedures and systems ensure that releases of radioactive wastes from the facility are within the limits of 10 CFR Part 20 and are as low as is reasonably achievable (ALARA).

For further details with respect to this proposed action, see the application for dismantling, decontamination and license termination dated May 3, 1985, as supplemented, the Environmental Assessment, and the Safety Evaluation prepared by the staff. These documents ard this Finding of No Significart Environmental Impact are available for public inspection at the Commission's Public Document Room, 1717 H Street N.W., Washingtor., D. C. 20EEE.
