%, ' y Environmental Assessment For Dismantling of Facility and Disposition of Component Parts for The University of Texas at Austin TRIGA Reactor Docket No. 50-192 I. Description of Proposed Action By application dated May 3,1985, as supplemented, The University of Texas at Austin (UT) requested authorization to decontaminate anc dismantle the TRIGA reactor, to dispose of its component parts in accordance with the proposed dismantling plan, and to terminate Facility Operating License R-92. Following reactor shutdown, the fuel will be removed from the core tank and transferred to the new reactor to be constructed at a UT site 7 miles from the main Austin campus.

II. Need for Proposed Action In order to prepare the facility for unrestricted access and use, the dismantling and decontamination activities proposed by UT must be accomplished.

III. Alternatives to the Proposed Action The only alternative to the proposed dismantling and decontamination activities is to maintain the facility as a restricted area and permit the components to decay to acceptable levels. This approach would include monitoring and reporting for the duration of the safe storage period. However, since the University has detennined to utilize the site to construct a multi-story building, the existing structure and reactor facility must be removed.

-2 health physics staff. Solid and liquid wastes will be removed from the facility and managed similarly to other radwaste generated in other UT facilities. UT has calculated that the collective dose equivalent for workers for the entire project will be between 6.8 and 13.4 person-rem, and less'than 0.005 person-rem for the general public, for.the estimated 550 person-days of time expended.

Personnel, radioactive liquid and solid wastes, and gaseous emissions will be monitored during the various operations to make sure that exposures will continue to be "as low as is reasonably achievable" (ALARA).

Based on the review of the specific propcsed activities associated with the dismantling and decontamination of the UT facility, the staff has determined that there will be no significant increase in the amounts of any effluents that may be released offsite, and no significant increase in individual or cumulative occupational or population radiation exposure.

V. Conclusion-Based'on the foregoing considerations, the staff has concluded that there will be no significant environmental impact attributable to this proposed activity. Having reached this conclusion, the staff has further concluded that no Environmental Impact Statement for the proposed action need be prepared and that a No Significant Environmental Impact Findine is appropriete.
