SUBJECT:

REVIEW OF LICENSE AMENDMENT APPLICATION DATED APRIL 13, 1987 BACKGROUND Duquesne Light Company (DLC) by application dated April 13, 1987, requested authorization to possess, store, and work with larger Californium primary source rods (2 rods as previously required). They are installed in the-reactor vessel prior to receipt of the operating license. The total quantity required is approximately 300pg (equivalent to approximately 150 microcuries per rod). Since the quantity of Californium is based on approximate quantities, the maximum possession limit should be based on a maximum of 350pg.

DISCUSSION A. Radiation Safety Each Californium rod is a sealed source whose principal isotope is Cf-252.

The same security and radiological control procedures and accountability practices will be followed as were previously approved. DLC has previously committed to maintain an ALARA program. Therefore, the control measures i

are adequate for the protection of the health and safety of plant personnel, the public, and the environment.

B. Nuclear Criticality Safety There is no requested change to the type or quantity of fissile material at the site. Therefore, nuclear criticality safety controls at the facility are adequate.

C. Environmental Effects There is no requested change to the environmental protection requirements of the facility. In accordance with 10 CFR 51.22(c)(14)(viii), neither an Environmental Assessment nor an Environmental Impact Statement is warranted for this proposed action.

D. General The amendment application'was discussed with Mr. William M. Troskoski, Region I Senior Resident Inspector, and with Mr. P. S. Tam, NRR Project' Manager, on April 16,_1987. They foresaw no safety or.environrental problems with the substitution of the larger primary source rods.

CONCLUSION Issuance of the amendment application authorizing the receipt, possession, storage, and installation of the larger primary source rods containing'350pg Cf-252 is recommended.
