SUBJECT:
EMPLOYMENT IN FOREIGN COUNTRIES The U.S. Department of Energy (DOE) regulates, under section 57b. of the Atomic Energy Act of 1954, as amended, and 10 CFR Part 810. "Unclassi-fied Activities in Foreign Atomic Energy Programs," the activities of U.S.
citizens overseas involved in design, construction, operation, or mainten-ance activities described in 10 CFR Part 810. Nuclear engineers, nuclear reactor operators, trainers of nuclear reactor operators, fonner reactor operators employed in some other capacity, maintenance personnel, and others are covered by DOE's regulations. U.S. ditizens engaged in such activities in many countries are covered by what is called a "general authorization" in section 810.7(a). This means that they can engage in these activities without having to apply specifically to 00E for authorization.
However, Part 810 lists countries to which the general authorization in section 810.7(a) does not apply, including but not limited to Ar entina, Brazil, India, Ir g , Iran, Israel, Libya, Pakistan, and South r ca.
Any U.S. citizer. contemplating involvement in unclassified activities in foraign nuclear energy programs in the countries noted above or in sny other county to which'the general authorizacion does not apply thould contact the Office of International Security Affairs, Department of Energy, Wash 4ngton, D.C. 20585, for a determination as to whetner his or her activity is covered by 10 CFR Part 810 and will therefore require an authorization by DOE.
