1. Specification AC 7.1.1. is reformatted to better conform to the Stancard Tecnnical Specifications' (STS) format, revised to include the new titles of the recent Fort St.

Vrain (FSV) reoroanization. and~'TolTEws the guidance of Generic Letter $8-06 to allow deletiori of the organization charts and reference to them. Specific changes include:

Section 1- "RESPCNSIBILITY" section added delegating control room command responsibility and corporate responsiblity for overall plant i nuclear safety per STS guidelines.

Section 2a- "Onsite and Offsite Organization" section added to provide a directive '

for the establishment and definition of lines of authority, responsibility, and communication for onsite and offsite organizatiens per Generic Letter 88-06 ouidelines.

j Section 2b(1)- Designates on-duty shift ninimum shift 7.1-1 crew composition per Table following Generic Letter 88-06 guicelines. This section also
