Gentlemen:
This refers to the inspection conducted by Mr. R. C. Stewart of this office '
during the periods September 26-30 and October 11-14, 1988, of. activities
authorized by NRC Operating License NPF-76 and Construction Permit CPPR-129 for
South Texas Project, Units 1 and 2, respectively, and to the discussion of our
'
findings with Mr. J. T. Westerheier and other members of your staff at the
l conclusion of the inspection.
Areas examined during the inrpection included the Unit 2 inservice testing
program for pumps and valves; preoperational testing procurement control; :
receipt, storage, and hard1',ng of equipment and materials; and heat treatment :
of steam generator tube u-bends. Within these areas, the inspection consisted !
I of selective examination of procedures and representative records, interviews
'
with personnel, and observations by the NRC inspector. The inspection findings
are documented in the enclosed inspection report.

Within the scope of the inspection, no violations or deviations were

identified.
