SUBJECT: NRC RADIATION PROTECTION INSPECTION REPORTS
50 254/98002(DRS); 50 265/98002(DRS) AND NOTICE OF VIOLATION
Dear Mr. Kingsley:
On January 16,1998, the NRC completed an inspection of the radiation protection program at
your Quad Cities Nuclear Power Station. The results of this inspection were discussed on that
date with Mr. Pearce and other members of his staff. The enclosed report presents the results
of thatinspection.
The purpose of the inspection was to review the radiation protection controls for the Unit 1
surveillance (Q1PO1) outage work, including a review of radiation work permits and ALARA
Initiatives, in addition, the inspection included a review of posting and labeling, tool issuance
and control, portable Instrument calibration, and initiatives underway in the radiological waste
processing area to return the waste collector and floor drain systems to their normal flow paths.
Outage ALARA plans and radiation work permits were comprehensive and observed workers
exhibited good radiation work practices. The posting and labeling, tool issuance and control,
and portable instrument calibration programs were effectively implemented. However, one
violation was identified for the failure of the Radiation Protection department to issue (control)
faceshields that were in a contaminated area. During the inspection, the inspectors noted that
the faceshields were left on the floor of contaminated areas, which, if used, could lead to
personal contamination of Individuals using these faceshields. This violation is cited in the
enclosed Notice of Violation (Notice), and the circumstances sutrounding the violation are
described in detail in the enclosed report. Please note that you are required to respond to this
letter and should follow the instructions specified in the enclosed Notice when preparing your
- response. The NRC will use your response, in part, to determine whether further enforcement
action is necessary to ensure compliance with regulatory requirements.
in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, its
enclosures, and your response to this letter will be placed in the NRC Public Document Room.
