SECTION GOALS FOR FY85 This is going to be a challenging year for all of us due to a revision of MC-2800 and significant changes in inspection priorities and categories. We have revi ved our activities and accomplishments performed during FY84 and noted a continued emphasis on reactive efforts. These will remain our highest priority. We think the overall accomplishments speak well for both of the Materials S.n.t, ions.

Dependent on our reactive efforts, our FY85 operating plan goal is 1100 inspections.

To achieve this goal, each inspector should complete 9 inspections per month (9 inspections / month x 12 inspectors x 12 months = 1296). This may seem unrealistic; however, if we all work together as a team we will exceed our stated goal of 1100 inspections / year with no more than 5% overdue at the end of the fiscal year.

One significant practice we must continue is to limit the inspection scope of topics, where possible, to 50 percent of what had been done prior to October.

27, 1983. You should accomplish this by reducing the scope of each review where this is possible. For example:

1. An inspection of receipt and transfer of materials, examine only 50 percent as many records as you have been inspecting.
2. In inspection radiation survey records, review and evaluate 10 records rather than the 20 specified.
3. In inspecting film badge or TLD processor reports, review 50 percent rather than all reports generated since the last inspection.

4. Use of the Form 591 for routine inspections. (Additional guidance will be given at a later date.)
5. Double inspectors per license for Priority I Category B inspections only.
6. Less record review and more discussions with licensee personnel to determine if licensee personnel are kncaledgeable and aware of the regulations and license conditions.

We are also in a defensible position if someone finds a problem in a sample we did not review, provided our reason for not reviewing that sample is sound.

We believe it is a sound policy to do what is outlined above, when the purpose of doing so is to permit us to inspector more licensees who would otherwise have gone uninspected and exceed our FY85 operating plan goal.

In addition to these quantitative goals, we will make every effort to be tinely in completing reports for reactive efforts.

Our FY85 operating plan goal for closcout inspections (MC 2800, Module 838908) is 100. Presently, Rose Douglas has the primary responsibility for this progrn , but materials inspectors may be required to perform onsite visits to some of the sites.
