IMrROVEMENTS IN INSPECTIGN PROGRAM FOR MEDICAL LICENSEES, (YOUR MEMO, 1/15/85)

In response to youa request for review of the referenced memo, we offer comments as follows:

1. Inspection Frequencv:

We have no objection to the current inspection intervals for medical licensees and believe that the established frequencies are appropriate at this time. We find numerous minor violations of medical rules and license conditions, but it is doubtful that more inspections would improve matters.

We believe that more frequent small civil penalties would do more to improve compliance.

2. Emphasis During Inspection.1:

We believe that all license conditions and relevant rules should be covered during an inspection. The preprinted field notes topics should encompass all relevant code sections with additional space for addressing each license

, condition. Since we normally inspect only a small percentage of a licensee's total activities over several years, we believe that each inspection should encompass all relevant rules and license conditions.

3. Methods of Inspections:

We do not believe that we use any unique inspection methods that are not known to other regions. Trie keys to finding violations are still thorough I

preparation, observation, interviews, and independent measurements.

4. Training:

We suggest that all of this type of training be videotaped with copies and i

exams furnished to the regions and the Agreement States. The exams could then be graded by the NRC Training Center or the videotape authors. This would save considerable travel funds and time over the years, i

S. Regulatory Problems:

We have attempted to address other generic issues as they arise, either thru counterpart meetings or correspondence. At this time we do not have any issues not previously addressed or otherwise the subject of forthcoming memoranda. p
