GPU NUCLEAR. INC DOCKET NO. 50-320 THREE MILE ISLAND NUCLEAR STATION. UNIT N0. 2 AMENDHENT TO POSSESSION-0NLY LICENSE Amendment No. 50 License No. DPR-73

1. The U.S. Nuclear Regulatory Commission (the Commission) has found that:  ;

A. The application for amendment filed by GPU Nuclear Corporation (GPUN or licensee) dated January 16, 1995, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act),  ;

and the Commission's rules and regulations as set forth in 10 CFR l Chapter I; B. The facility will be maintained in conformity with the application, the provisions of the Act, and the rules and regulations of the Commission; C. There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the nublic, and (ii) that such activities will be conducted in compliance with the regulations of the Commission; D. The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E. The issuance of this amendment is in accordance with 10 CFR Part 51 of the regulations of the Commission and all applicable requirements have been satisfied.

2. Accordingly, the license is amended by changes to the Technical l Specifications as indicated in the attachment to this license amendment, I and paragraph 2.C.(1) of possession-Only License No. DPR-73 is hereby I amended to read as follows:

(1) Technical Specifications l The Technical Specifications, as revised through Amendment j No. 50, are hereby incorporated into this license. The  ;

RECORDS 6.5.1.8 Written records of activities performed in accordance with Sections i 6.5.1.1 through 6.5.1.7 shall be maintained in accordance with Section 6.9.

. OVALIFICATIONS

6.5.1.9 Responsible Technical Reviewers shall meet or exceed the qualifications of ANSI /ANS 3.1 of 1978 Section 4.6 or 4.4 for applicable disciplines, or have 7 years of appropriate experience in the field of his or her specialty. Credit

, toward experience will be given for advances degrees on a one-to-one basis up to a maximum of two years. Responsible Technical Reviewers shall be designated in writing.

6.5.2 INDEPENDENT SAFETY REVIEW FUNCTION l 6.5.2.1 The Vice President of each division within GPU Nuclear Corporation shall be responsible for ensuring the independent safety review of the subjects described in Section 6.5.2.5 within his assigned area of review responsibility, an assigned in the GPUN Review and Approval Matrix.

6.5.2.2 Independent safety review shall be completed by and individual of group not having direct responsibility for the performance of the activities under ew, but who may be from the same functionally cognizant organization as the avidual or group performing the original work.

I 6.5.2.3 GPU Nuclear Corporation shall collectively have access to the experience j and competence required to independently review subjects in the following areas: !
