NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE ,

The U.S. Nuclear Regulatory Commission (the Commission) has issued Amendment No. 83 to Facility Operatino License No. NPF-3, issued to Toledo Edison Company and The Cleveland Electric Illuminating Company (the licensees), which revised the license for operation of the Davis-Besse Nuclear Power Station, Unit No.1, (the facility) located in Ottawa County, Onio. The amendment is effective as of the date of its issuance.

This amendment adds a new conditien to the license which imposes three cperational restrictions relating te the use of the startup feedwater pump.

The application for the amendment complies with the standards and 1

reouirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations. The Conmission has made appropriate findinas as recuired by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.
